Page sorter / order for a concert program (booklet)

So I've created a concert program, two-page spread. I started it as a
draft, entering bits and pieces here and there to see how much info
there'd be, but as it's now nearing a more final state, I wanted to
beging moving items (text boxes) to their final spot for printing.
And despite having moved items, when I try to test pring those items
seem to print in their original half page, instead of the new half
pages where I moved them. I cannot figure out how Publisher decides
what goes where in a two page spread or the order it decides to print
in, nor can I find anything in Help about this.

If you set it up as a booklet, what you will see is reader spread when
you're working on it, when you print it it will paginated correctly.
Are you moving the pages or the content?
