Page Transition Problems

Yesterday I asked about, and learned of, "page transition". When I input a
type of transition effect and then duration time for that transition effect
nothing happened. So I set up a new, basic, two page website simply linking
each page to the other to see if I could make it work at this most basic
level. It didn't work. I scoured "site" pull down menus for "enable
effects" type buttons, etc. with no success. What am I doing wrong. There
must be more to it then filling out the simple "Page Transition" box.
