page up and down not working in a locked template

My page up and down does not work in a locked template with form fields. If
I turn off the lock button it works.

That is correct. Only Tab works to move from one field to another, and you
cannot move the insertion point into a protected section. The scroll bar
does work for viewing protected sections.
