Page up / down problem in OE

Dell Inspiron 8500, 2.2GHz P4, 1G RAM
Windows XP Home
Outlook Express 6.0.2800.1123

I used to be able to click in the scroll bar of the OE Message pane to
move up or down a screenful of the message.

Starting about three or four days ago, this no longer works. When I
click in the scroll bar region, I move what appears to be two screenfuls.

This does not appear to be a key bounce problem. The problem only
occurs in OE (specifically, it does not occur in Word, Internet Explorer
or Mozilla), and occurs whether I'm using an external mouse, the touch
pad buttons or the pointing stick buttons.

If I use the "Page Up" or "Page Down" buttons on the keyboard, I only
move a screen up or down.

I've checked for an applicable OE setting or resource but haven't found one.

To the best of my knowledge, the only software I've downloaded in the
last few days are Microsoft updates and security patches.

While this isn't a disasterous problem, it is an annoyance.

Any ideas on how to fix things?

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)

I do not have a suggestion for fixing this.

I have encountered the exact same problem. I also have
the same problem with IE. These two applications seem to
be the only ones affected.

It started happening after I downloaded some security
patches from Microsoft.

The same problem also exists in Outlook 2000. Also Internet Explorer, and there's a lot of discussion of this "overscrolling" bug on an IE newsgroup (microsoft.public.windows.inetexplorer.ie6.browser, search on " "scroll bar" "). Or just go to

In IE, you can apparently fix the problem by un-installing Microsoft's latest security patch. Am about to try this myself & see if it fixes the problem in Outlook

What I'd like to know is, does Microsoft intend to fix this very annoying bug in Outlook? Or is it considered a "feature"
