Essentially, Word has no concept of "pages", and Normal view reflects that.
Normal view will indicate where a page break will probably occur (via a
dotted line across the page), but it only occasionally updates such
information. For this and other reasons, actions occur more quickly in
Normal view not noticeable in short documents but certainly in long,
complex ones.
Page Layout view displays what a document will look like if you were to
print it (though slightly less accurately then Print Preview). It's the view
I always work in until I want to check pagination for particular reasons.
If there is, say, one blank paragraph mark more than will fit on a page, you
will see a blank page in Page Layout view, but Normal view will not
necessarily show the dotted line across the page at that point it may have
to wait till Word "feels like" updating the repagination.
If I need to know how pagination is going, I quickly key Command-Option-p,
pause a second or two unless the document is really long, and key
Command-Option-n to go back into Normal view.
