page within a page error

I am using FP2003 and following insert> web component> included content >page
to insert a navigation structure into a table/cell on my website. The
navigation is built on a page and works in preview (I found a script for a
horizontal navigation with drop down that's pretty neat, but I dont want to
have to change each of 100 pages to use it) so I thought page in page - but
I'm getting an error. The page has no errors until I insert the page in page
via the above. The runtime error shows the line of insertion and says "object
expected" - here's the line > <!--webbot bot="Include"
U-Include="navigation.htm" TAG="BODY" --> </tr>

The preview flashes, showing where I placed the [navigation.htm] and up
comes the error. Any ideas on what I'm doing wrong? or if there's a better
way? Thanks in advance.

Include page only include the content inside the BODY tags
If using a script it must be inside the body tags (or on all pages that uses the include)

It is within the <body> of the page. This is using FP2003 to place the page
navigation.htm within the page (inside a table cell) Index.htm. Both pages
are correct without errors seperately, but when I (following instructions)
the Index page does not work and has the runtime error on the line the new
page was placed. I also tried putting the navigation.htm into a scrolling box
and it did work there - but its not what I want. I'm wondering if there is a
better way to do this or a way to make this work.
