Pages in different sections stubbornly linked

In using Word 2002, I've put section / next page breaks,
made sure Save as Previous was OFF, made sure Format #
button had start at 1 for each individual section but a
change I'm making in Section 2 (using page x of y) keep
affecting Section 1, making the pages look like "i of 2"
instead of just i, ii, iii etc. I've also made sure that
Page SetUp > Layout in Section 1 had New Page checked as
well.
I also used the SectionPages trick instead of NumPages but
that affects both sections even though I think they are
not linked.
What am I missing??

Note that you can have up to three different headers and three
different footers for each section, if the options for "Different
first page" and "Different odd and even" are checked on the Layout tab
of the File>Page Setup dialog box.

And the "First page header" of section 2 can be linked to that of
Section 1, even though the "Odd page header" isn't; it isn't
sufficient to unlink one of them. In other words, if you want all
headers and footers to be unique, you have to explicitly unlink all of
them.

When you choose View>Header and Footer, Word displays the type of
footer and whether "Same as Previous" is enabled.
