If you select and right-click the background on the slide master (the big
thumbnail at the top. See
http://www.echosvoice.com/2007/layouts.htm ),
you'll see "change picture." That indicates that this is an image, and,
indeed, if you drag it off the edge of the slide, you can see it's a
semitransparent image with a gradient near the bottom. So the panels aren't
really panels you can edit.
You could create these using autoshapes with semitransparent fills, although
using Edit Points in 2007 can be tedious. Then again, once you get one
drawn, you can just duplicate and overlap it as necessary.
