Paperclip but no Attachment.

Help!

A number of users have the following problem:

They have emails (both old and new) with the paperclip icon indicating there
is an attached file, but there is no attached file when you open the email.
Some colleagues have no reference to an attachment, others have the
attachment field showing at the to of the email, but no entry next to it.

There is no message on the email referring to the Firewall or
Exchange/Outlook blocking the attachment.

How can I resolve this?

What version of Outlook are we talking about here?
Does message format make a difference?
Should there be an attachment in the first place?
What shows up when you choose File-> Save Attachments?
Note that some signatures with images cause this too.

I am running MS Outlook 2003 in a Windows XP Pro environment and using an
Exchange Server 2003. There ARE attached files as the emails speak of this.
