Paragraph border lost when graphic inserted

Using Word 2000

If I have some text formatted with a paragraph border and
the insert a graphic into it, the paragraph border
disappears when the graphic is turned into a floating
graphic and positioned next to the right or left margin.

I would be VERY grateful for any help. (I have tried every
combination of keyword in Google but not found anything
specific to the problem on any of the "help" sites or
forums, e.g. MVPS).
