A header or footer, if it exists at all, contains at least one paragraph
mark. Apart from that requirement, you can select and delete as with any
other text.
And the extra paragraph is often a result of pasting text into a
header/footer. No matter how carefully you omit the paragraph mark from the
cut/copied selection and include the paragraph mark when pasting, you'll
still get an extra paragraph.
