parameters are set correctly but not getting outlook mail pop up w

The mail notification window when i recieve mail. I have the setting for a
pop up window and sound when I get an incoming message but it doesn't work.

Are you talking about the little blue window? That only comes up when
programs aren't full screen.
Do you have a new mail sound configured?
