Parsing Custom Project Outline Codes via SQL?

I'm not sure if this is appropriate for this group, but since I'm not a
developer, I'm hoping that someone has existing SQL code to parse out
levels in a code mask for enterprise project outline codes? I have a 4
level code mask where I want to be able to retrieve values for specific
level(s) (levels 2 and 4, for example) in the code mask. Right now I'm using
the msp_outline_codes, msp_view_proj_projects_ent tables.
