Partial days on gantt

Why is it that on the gantt chart, a task will start part way through the
day? For example, when tasks are imported they are told to start on current
date. They are auto given a SNET constraint, and the little colored bar
begins part way through that day. If i go in and select the same date for
that constraint however, the bar shifts to the beginning of that day, i.e.
the line between that day and the previous day. Why?
