Partial update to website

I'm using FP2000. I publish to a secure server via sftp. I
use an sftp utility (Putty or WinSCP3) to transfer the new
files to the server. However, whenever I make a change to
the navigation structure, I need to update the entire site
for the FrontPage-generated menus to get updated.

Is there a way to transfer only the files required to
update the navigation structure on my destination server?

by ftp-ing into a FrontPage web you run the risk of breaking the extensions.
If I remember right the nav bars are written to the pages at design time so
it would "require" FrontPage to be used so it'd know to rewrite the menus on
every page they exist.

The nav structure is a design time tool hard coded into each html page using a nav bar
- same w/ all other design time tools like shared borders and include pages

No, because changing the Nav structure affects menus on
every page.

If you were publishing through the FrontPage Server
Extensions, then yes, the FrontPage desktop software could
send the new nav structure to the server extensions, and
the server extensions could then update the pages on the
server.

I think that answers my question... I didn't know that the
menus are created at design time so that does mean that I
need to transfer every page that has any navigation bar.
