Partially Receive Messages when on Dialup

I recently was on vacation, and forced to use a dial up connection. I get my
messages from an Exchange server, and wound up getting some very large ones.

I decided that I would set the Exchange account to partially receive
messages when on dialup, but every time I save the setting it is changed to
partially receive messages always (something I hate to do, since I use
Entourage almost always on a high-speed connection). Anyone have an idea how
to make this setting (partially receive messages when on dialup) permanent?
