Passive shutdown/connection control

I have a shared database house on a network server. We
continue to receive a message that the database has been
placed in a state by user Admin that prevents it from
being opened or locked. It reading help on the error it
states that this will occur when the new passive
shutdown/connection control is being used. Is this
related to how someone opened the database - i.e,
exclusive or read-only? How to eliminate this error?
