Password Protect and Mandatory Profiles!!!

We have an issue in Excel 2007, our users have Madatory profiles, and when
trying to Password Protect in Excel it brings back an error below, any help??

Excel cannot access the file C:\Documents and Settings\student\Local
Settings\Temporary Internet Files\Content.MSO

We have the work around, by saving the doco as "97-2003".
