Password protect new workbooks from template

I have template I built with the report I need, this template itself is password protected and prevents anyone from opening the template file itself with out the password.
However when a new workbook is created by double clicking this template, it requires no password. it there a way of passing a password through the template file to any new workbook created off of it?
