Password protect & read only

I would like to know how to protect a worksheet with "read only/view" capability. I am able to password protect the worksheet, however other users cannot view the spreadsheet without the password, I need to know how they can view without a password.

Just put a password in the modify box only - Users will still get the password
prompt but will be able to click on the 'Read Only' option.
