Password protected PST

I have a user who is trying to keep up out of his archived
mail. He is now claiming ignorance but I cannot open
his .pst file here is the error. "file access is denied.
You do not have the permission required to access the
file .pst" How can I get into this file now?

Is the file marked read-only?

I had the same issue trying to import an Outlook
2000 .pst into O 2003; once I actually copied the file
over to my new PC (where Outlook 2003 is running), it was
no longer marked "Read Only" under properties and I was
able to access it.
