Password skipped opening Workbook

I have a password protected Workbook that does not request
the password when it is opened. When the file opens all
you get is the encrypted data. I tried to turn off the
password protection in the workbook. I also tried opening
the Workbook on a different computer and had the same
result.

Did you password protect the workbook or the file? These are different.
Protecting the workbook only prevents changes from being made or saved.
Protecting the file prevents opening without the password (and is much more
secure). File>Save As...>Tools>General Options. Enter password to open or
to edit as required.
