passwords and users loevel of Access?

My boss wants me to do the following. How can I accomplish this. I do not want to ask him gto go into more detail because he is just one of those bosses you dont ask. Any help is appreciated

Ensure you follow the steps outlined exactly. You don't mention the version
of Access, but 2002/2003 has a decent security wizard to do all the work for
you.
