Paste commands do not replace selected paragraph in Word 2002

In Word 2002 when I copy a paragraph, then select another paragraph to replace, neither the paste command (ctrl+v) or paste buttons will replace the paragraph with the paragraph copy in the clipboard.

Tools > Options > Edit, check the box "Typing replaces selection".
