Paste feature does not work; copied or cut are not in Clipboard.

While working in just one document I want to move a section from one area of
the document to another. I have used cut and paste or copy and paste all of
the time in many other documnents. However, it appears that in this document
I can cut or copy but the items are not found in the Clipboard. Then when I
go to paste the selected item the paste feature is grayed out so that I can't
paste it to the new location in the document.

I have gone to tools and options to fix but can't find a feature to do so.
Can anyone instruct me what is happening and how I correct this?
