Paste Special Add doesn't work on links

In my Excel 2003 on Win 2000, Paste Special Add doesn't work when applied to
a link.

For example, say I have two workbooks, Book1 and Book2. Cell A1 in Sheet in
Book1 has "=Sheet!A2" in it. Cell A1 in Sheet in Book2 has "1" in it.

If I copy cell A1 in Sheet in Book2 and Paste Special Add to cell A1 in
Sheet in Book1, the formula in that cell becomes "=([Book2]Sheet!A2)+1",
instead of "=(Sheet!A2)+1". It's like it's trying to Paste Link, but not
quite.

If I repeat the Paste Special Multiply, Excel crashes. If, in the above
case, I start with a reference to Book2, such as [Book2]Sheet!A2, Excel
crashes also.

It's not just Add; the other Operations don't work either. When applied to a
value, formula, or reference, the Operations work just fine. Only when
applied to links do I see the problem.

Does Excel's Paste Special just no longer work on links? It used to, in
Office prior to 2000. Or is my Excel installation broken in some way?
