PasteSpecial as SYLK and comments causing crashes

Excel XP - SP2
Win2000 Prof - SP4

Steps:
-----
- Add a blank workbook
- Add comment in B2
- Set B4 = 1
- Start new Excel instance
- Copy B4 from previous Excel instance and PasteSpecial as SYLK in new
Excel instance in B4
- You should see the comment appear in B2 in new Excel instance.
- Try clicking on B2 or hovering over it. Excel should crash.

Our users need to use SYLK format to copy/paste from local machine to
Citrix session as this is the only way to have Citrix Excel in North
American settings recognize the numbers from a client running with
French settings.

Is there a workaround?
