Pasting data as 'text' from 2 different applications

I am trying to import an excel spreadsheet from Excel into a Siebel
application (Oracle). If te data is pasted in excel from 2 different excel
sessions open as paste special > 'text' from the dialog box (bitmap, unicode
text, text...etc), the data will be uploaded into Siebel application with no
errors. However If I paste data is converted as 'text' from the format menu >
format cells dialog box >number tab > category some some unknown reason the
data can not be imported to this Siebel application.
I would like to know if the cell format is different from copying as paste
special 'text' and by selecting 'text' from the format menu > format cells.
