Pasting screen shot not working

At work, I created a screen shot of a flash-related screen, pasted it to my
Picture Manager, and was able to edit. At home, I created the same screen
shot. But when I tried to paste to Picture Manager, all paste functions were
grayed out. Why? I have Office Pro 2003 at work and Office Teacher edition
at home, if that makes a difference.
