Pasting text changes section break from continuous to next page

I have created a memo template with two sections. The first section is
protected and contains form fields for subject, sender, recipient, date, and
subject. The second section is unprotected as it is the message text area.
There is a continous section break between the two sections and only section
1 is protected.

When I pasted text from another document into the unprotected section, the
pasted text jumps to the next page. If I then unprotect the document, I see
that the section break has changed from continuous to next page. Changing
the break back to continuous brings the text back where it belongs, just
after the break. Since this template is for general use in the company, I'd
like to straighten this problem out.

Interesting observations. The problem does not occur if:

a. I paste the text using Edit>PasteSpecial>Unformatted Text
b. I insert a continuous page break before the text to be copied
c. I add an extra paragraph return to the template

Choice c is my current workaround. It doesn't matter if I paste the text
before or after the extra return so this solution is ok, but I end up with an
extra return in the document which can cause an extra page sometimes.

Choice a is no good since the idea is to do all the formatting before
pasting; that way I don't need to have a lot of styles in the template.

Choice b is completely unacceptable since there's no way I can get all users
to do this.

At any rate, this is a curious problem and I'd like to know what's causing
it and if there's any way to prevent it.

Instead of a section break, try using the "Page break before" setting in the
Paragraph menu. Apply this to the first paragraph after the place where you
want the page break. No matter what you paste in, the page break will always
be here.
