"Patch" folder will not download with LIS

In the article referenced above, it states that one can make a folder named
"patches" in the Files folder of the installation image on the network... and
that when you run setup to create the local installation source, it will also
download this folder. Though the LIS is downloaded successfully, the
"patches" folder is not.

I am using the updated entsetup.exe (11.0.6176.0) to download the source
without installing. I have the Office 2003 sp2 msp unpacked to the patches
folder on the network. Win2k3 domain; Winxp client


Any idea why the patches folder is not downloading with the rest of the LIS
like the article mentioned above states?
