Patching Install point error

I am creating a new administrative install point for Office 2003. I extracted
the setup files and then tried to add SP1. I receive the following error:

This installation package could not be opened. Verify that the package
exists and that you can access it, or contact the application vendor to
verify that this is a valid Windows Installer package.

Here is my command:
msiexec /p \\File-2\applications\Microsoft\office2003\SP1\mainsp1op.msp /a
\\file-2\applications\packages\office2003 SHORTFILENAMES=TRUE /qb /l*
c:\temp\log.txt

I have also tried running with the msp files on my local disk. The PC is
XPSP1
