Pbu 2003 - problem publishing to web

I have created a website using Pub 2003. I click on "publish to web site". I enter the IP address in the "file name" box and click save. Network passowrd box opens and I enter data and click okay. Briefly, the search "flashlight" icon appears and I am back at the "publish to web" box with "index" in file name box. If I click on save again, I get a box popup stating "the folder that this web page would use to organize supporting files is already reserved for use in the current location." I am sure I am missing something simple. I know the web page works because I am able to publish a page to it using the basic designer tool available from the ISP.
Any ideas?

IP address in the file name box would be incorrect, refer to
http://pubs.logicalexpressions.com/Pub0009/LPMArticle.asp?ID=324 for correct
procedure.
