PDF attachements are not visable in outlook - Intermitantly

I have a singer user who will recieve and email that contains a PDF
attachement, but when the users opens the email there is no attachment
available. She can forward that same email to me and the attachment is
fine. If I forward the email back to her the attachment does not show up.
If I pull the attachment to my desktop and create a new email and re-attach
the PDF file and forward the email to her the attachment shows up just fine.

Any Ideas????
