pdf attachments changed to winmail.dat or are not received at all

I'm having the same problem, except that I generate the pdf file from another
program. I have the option set in Outlook to send all mail in text format,
but it is ignored when I try to send the mail generated by another program.

THE ONLY WORKAROUND I HAVE FOUND IS TO SEND THE MESSAGE TO OUTLOOK, THEN
OPEN THE MESSAGE FROM THE OUTBOX, AND RIGHT CLICK ON EACH RECIPIENT
INDIVIDUALLY AND MANUALLY CHANGE THE FORMAT TO TEXT.

CAN YOU HELP WITH AND EASIER SOLUTION??

Then it's likely, in my opinion, that your Contacts records are overriding
the Outlook message format. Open the Contact record of one of the people to
whom sending a message exhibits this behavior and double-click on their
e-mail address. Examine the "Internet format" drop-down. I suspect it says
to use RIch Text format. This can be caused by importing contacts from
non-Outlook sources.

I have noticed this happens on e-mails that are generated using forms from
the personal forms library. Would this have anything to do with the problem?

The pdf icon is added to the e-mail and it shows there is an attachment sent
with the e-mail. However, the thick black line that usually appears above
the icon is not there.

Changing from Rich Text to HTML does not help. If I change to Plain Text
and then add the attachment it sometimes helps.

Yes, that has everything to do with the problem. You should not be using a published custom form to send email messages outside your company, because of the effect you've already seen, not just on .pdf attachments but on all attachments.
