PDF Download for Office 2007

Can anyone get the PDF download to save docs/forms as "interactive"
documents? It saves as PDF, but is a locked document with no drop downs for
choosing "Intercative" so that others can fill in the forms, etc. This would
save about $300 to not have to buy the Adobe writer...Suggestions?? Thanks!
