PDS error rsExceptionCheckSPGlobalPermission = 9106

I can login to PS via PDS and run PDS calls all day no problem when the code and PS are on the same machine.

When I run the pds code pointing to another PS machine the PDS logs in correctly using the administrator account and returns a cookie. But, when I run my first PDS call to do an update I get error 9106 rsExceptionCheckSPGlobalPermission

Can pds code run on a machine separate from PS? Is there a setting to allow remote PDS calls? What am I missing?

the soap call and logon?
