PDS SoapXMLRequest() call received 403.1 forbidden error

Environments: Window 2003 SP1, Project Server 2003, IIS 6, Project Data
service (PDS)

When submitting SoapXMLRequest() call from PDS with the URL and an
authentication token, I received 403.1 forbidden error message from an
project server (http://abc/epmdev).

However, on the same server, a different website (http://abc/epmts), which
points to the same virtual directory, is working fine.

I am able to access the wsdl file on both sites (i.e.
http://abc/epmdev/pds.wsdl, http://abc/epmts/pds.wsdl). Setting on both
sites are identical.
