Peculiar error.. Please help

We installed Microsoft project server 2007 and integrated it with MOSS.

Now we noticed an issue. When one tries to connect to project using Pro it
says " LOGIN FAILED" but then if PWA is accessed and the connection if
retired is made.

After deleting the cookies from IE the same error pops us if trying to
connect using PRO.

Make sure your Trusted Sites security is set to Low. We've seen where IE7 or
Vista will reset it to Medium.

It is set to low I checked those settings. The problem is once I clear my
cookies and then try to log in using PRO it says LOGIN FAILED> but as soon as
I log in using PWA then try again with PRO it lets me in
