You probably arent on a tablet PC.
I think, that tool is only available for tablets...
Other than that, is Onenote activated? or do you have access to everything
else?

I am on a desktop computer but have OneNotes on another desktop and the pen
tool works fine. The product is activated and have access to everything
except the drawing/pen tools. I think it just the character recognition that
only works on a tablet pc.
Partially correct. The Ink will remain as Ink on a Tablet PC, while on a
desktop or laptop it becomes a graphic. On a Tablet PC, you can search your
own handwriting, convert to text if you want, etc.
