Per-user & per-document settings question

Does anyone know if there is Knowledge Base article that indicates
which settings are per-user settings and which ones are per-document
settings?

Specifically, I'm wondering if the Tools > Options > View > Formatting
Marks are per-user or per-document parameters. While this is a specific
issue, I'd like to know which parameters are stored where.
