Percent Complete Issue?

Quick Question,

We've found 2 issue with Percent Complete in MSPP2003.
The first issue is addressed by the HOTFIX mentioned in
KB Article 891648. We refer to this as the 100% to 0% issue.

The second percent complete issue, not addressed by KB Article 891648, is
when the PM attempts to set the task to 100% complete it returns to 99%
complete.
In all situations we review the Resource Usage screen to ensure the
resources assignment remaining work is 0h. If it has remaining hours we
adjust the remaining hours on the resources timesheet and resubmit and accept
the update.
This normally resolves this issue. However, occasionally, the Resources
Usage reamining work and Task Sheet remaining work are equal, 0h, but the
task will not set to 100% complete. It continually returns to 99% complete.

Any help you can provided is greatly appreciated.

Have you checked the % work completed value?

% complete, % work complete use different calculations in MS-Project.

% complete is a measure of time, % work complete is a measure of work.

A little more info....
% Complete = 99%.
% Work Complete = 100%.
The Actuals on this particular task are as follows.

Work = 3.23 h
1.83 h + 0.47 h + 0.23 h + 0.23 h + 0.23 h + 0.23 h = 3.23h
Note; Work values do not total correctly, they should total to 3.22h.

Actual Work = 3.23h
1.83 h + 0.47 h + 0.23 h + 0.23 h + 0.23 h + 0.23 h = 3.23h

This project was originally imported with existing Actuals for this task
already entered for the time period in question and '% complete' set to 100%.

We're using Managed Time Periods were the resources report their hours of
work done per day or per week.

Some time during the last month this task 'REOPENED', i.e. '% Complete'
reset from 100% back to 99%. Since then we cannot set '% Complete' to 100%.
When attempting to set % Compelte to 100%, it immediately resets back to 99%
Complete.

As stated below, Remaining work for the Task is 0h. Remaining work under
Resource Usage is set to 0h for each resource on this task.

Review of each resources timesheet on this assignment confirms that no new
actuals have been submitted for this assignment since the import.

Any help or suggestions are apperciated.

This appears to be a rounding issue. My DBA tells me that behind the scenes
Project stores hours as seconds. I had a PM who was creating start and
finish tasks for each phase of his plan at .01 hrs so they would appear on
his timesheet. However, when he reported .01 hours of work, it would never
close out the task. Yet his timesheet showed as 100% complete.

I ran some scenarios and determined that while Project can handle it,
Project Server cannot resolve .01 hours as it is less than 1 second. This is
a problem with .03 hrs as well. We ended up reporting this to MS as a bug.
It shows up in situations like yours as well.

I have never seen Project refuse to accept the 100%, but to fix stubborn
rounding differences, I use the overtype method. Try overtyping the Actual
Work. If that does not work, try overtyping the Actuals in the Task Usage
view.
