Percent Work Complete between 0 - 1 ?

I'm using an Enterprise Project Outline Flag, with color indicators, to
represent current status of projects and it has worked well, but when the %
W.C. is a value between (0 - 1), let's say (.005). MS Project rounds it down
to (0), making the project's status appear as not even started. I checked in
the calculation's tab, but it doesn't give alternatives. Does MS Project,
just not accept values less than 1% in its calculations or is there a way
around this? Thanks

Yes it does round. The formula below put into a Text field will give
you what you want.
([Actual Duration]/[Duration]*100) & "%"
