Percentage Complete Method - 100% complete

I have a question regarding updates in MS Project Web Access. My teammates
are sending updates to me on their tasks by using the "Percentage Complete"
method. When someone has completed a task, I have instructed them to enter
the Actual Start Date, Actual Finish Date and leave the % Work Complete
blank. The updates are sent to me, then I accept the updates and republish.
When the team members subsequently view the tasks they reported as complete,
the tasks do not have a check mark and do not automatically show 100%
complete.

We have instructed the team never to enter 100% complete, however this is
the only way to show tasks with Act. Start and Act. Finish to show as
complete. Please let me know if we are doing something wrong.

Two questions:

1. In Microsoft Project, do you have the "Updating task status updates
resource status" option selected? To find out, open the project, click
Tools - Options and select the Calculation tab? If not, you should select
this option.

2. When you say you "republish", do you mean you click Collaborate -
Publish - All Information, or Collaborate - Publish - New and Changed
Assignments?

2. I choose Collaborate - Publish - All Information.
