Permanant Docking of Toolbar with msoBarTop?

I have an Add-in project XLA with VBA code that creates a Toolbar with Icons
that execute VBA code.

The add-in toolbar is positioned with .position=msoBarTop.

When the Add-In is first checked, the toolbar positions itself on the left hand
side below the two lines of tool bars that are present. I then move the add-in
Toolbar to the second line and save.

However, when I reopen Excel 2000 the add-in Toolbar is back to the left hand
side and below the two lines of toolbars.

How do you get the add-in toolbar, once moved, to stay in the place you moved it
too?
