Permanently "Customize" the toolbars

I can add/delete buttons etc. from Outlook 2007 toolbars, but those changes
are removed when I close and restart Outlook with the default buttons only
again showing. How does one permanently customize the toolbars so that the
buttons added/deleted appear next time Outlook opens?
