permanently delete toolbar

I added the MS Office Live toolbar and, of course it pops up every time I
start Excel. How can I permanently delete it??

It isn't available separately in the control panel list. Only Microsoft
Office is listed. And within Excel or Powerpoint, even if I choose "delete
toolbar", it pops back up when I re-open the application.
