Permentatly deleted items

I have followed the directions in the help menu to retreive permenatly
deleted items, but there is no "Recover Selected Items" icon in Tools.
I've been able to do this in the past on MS 2000, but now that I have a new
computer with MS 2003 Professional, this icon is not there.
Has it been moved or deleted from the program?

That feature exists only if you're connected to an Exchange server.
Installations using POP accounts don't have that feature, but this may help:
