Permission denied error when trying to create Word.Application object from vb6 com+ dll

My com+ dll is using word.application (XP version), it runs on Win 2k AS SP4
When I set com+ application identity to administrator (built-in account) it works fine
But when I create another user, give him administrator group and set in com+ indentity. I have permission denied error o
createobject("Word.Application")
Also a new record appears in system log

The user is Unavailable/Unavailable, SID=Unavailable.
