Permission to Change the Project Manager (owner)

Is there a single permission in Project Web Access that I can grant an
individual to allow them to be able to change the owner/pm of a project in
the PWA edit project view without granting them access to anything else?

The answer will not make you happy. The permission is "Manage Enterprise
Features." This permission allows a user to change the Owner field from the
PWA Project Center AND gives access to the Manage Enterprise Features page
in PWA. Hope this helps.
